The Kerala Legal Metrology (Enforcement) Rules, 2012 (Act) came into force in August 2012. Under section 53 of the Legal Metrology Act, 2009, the Government of Kerala hereby set the following rules. The rules set by the government cover areas of licensing, model approval, the validity of weight or measures, verification, and stamping.

What is the process to apply for a Legal Metrology Certificate?

The process to apply for a legal metrology certificate of weights and measures is similar to that given under the Legal Metrology Act, 2009. As per Section 11 of the Act, states that :
  1. A manufacturer, repairer, or dealer should make an application to the Controller of Legal Metrology Kerala or another officer as may be authorised by him, in the form Schedule II-A. However, a manufacturer does not need a repair license to repair his own weight and measures and used in a state other than the state of manufacture of the same.

  2. The application of renewal of license by every manufacturer, repair, or dealer shall be made before thirty days of the expiry of the validity of a license to the competent authority.

  3. The license is valid for a minimum of one calendar year and may be renewed for a period of one to five years.

  4. The fee payable for the alteration of license or duplicate license shall be as per the schedule IV.

  5. Every repairer shall furnish security to obtain a legitimate license as specified under schedule VI.


The Legal Metrology Law is very simple yet confusing to understand. Therefore, one should obtain expert advice before obtaining a legitimate license.
