According to Section 2(g) of Legal metrology act, 2009 “Legal metrology means that part of metrology which treats units of weighment and measurement, methods of weighment and measurement and weighing and measuring instruments, in relation to the mandatory technical and legal requirements which have the object of ensuring public guarantee from the point of view of security and accuracy of the weighment and measurements.”
Basically legal metrology is the law which deals with the weighment and measurement. It is the scientific study of measurement which is controlled and monitored by Department of Consumer affairs.
Dealing with weights and measures in any possible way requires a legal metrology licence. It is obvious to obtain a LMPC licence in case you are engaged in the manufacturing of weight or measure.
Also, the repairer of weights and measures is required to obtain the LMPC licence in India. Repairers also include a person who adjusts, cleans, lubricates or paints any weight or measure or renders any other related service.
It is also crucial to note that even if you are importing any weight or measure in India, you need to get the legal metrology licence. Hence, every dealer is required to obtain the legal metrology licence under legal metrology act, 2009.

A manufacturer of weighment and measurement instruments needs to register under legal metrology. Similarly, if you are a dealer, importer, repairer etc. of weigh and measurement, you need a legal metrology licence without any second thought.
Different Forms for different person
There are different kinds of forms for manufacturers, dealers and repairer under legal metrology. Form LM-1 is for manufacturers. Form LD-1 is for dealers and Form LR-1 is for repairers of any weight or measure.
