Government-approved test center” (GATC) means a person who has been approved by the Central Government to undertake verification of weight or measure specified by GATC under Legal Metrology Act, 2009. A GATC recognised under this Act, shall carry out verification of weights or measure as specified under the GATC rules, 2013 and according to the specification given in the Legal Metrology (General) Rules, 2011 and on the recommendation of International Organization of Legal Metrology, as the case may be, as advised by Director, Legal Metrology from time to time.
What is the Procedure Of the Recognition of GATC?
Any person desirous of obtaining recognition as GATC shall make an application to the Director, Legal Metrology, in the prescribed form. The application shall be made only by the Principal Officer of the Set Laboratory. The Government, before recognizing any laboratory as GATC to consider the following things.
Condition To Set Up GATC (Government Approved Test Centre)
To establish a Government-Approved Test Centre (GATC) under the Legal Metrology Rules, the following conditions must be met:
- Approval – Must get approval from the Central Government (Legal Metrology Division).
- Infrastructure – Adequate space, facilities, and proper premises for testing.
- Qualified Staff – Trained technical staff with knowledge of Legal Metrology Act.
- Equipment & Standards – Standard weights and measures, calibrated and traceable to NPL or accredited labs.
- Record Keeping – Maintain proper records of all tests, verifications, and certificates.
- Compliance – Follow all Legal Metrology rules; no testing beyond approved scope.
- Renewal – Approval valid for 1 year, must be renewed annually.
- Fees – Only prescribed government fees can be charged.
- Monitoring – Subject to inspection; approval can be suspended for violations.
What Are The Steps For Setting Up GATC?
- Application to Director, Legal Metrology – Submit a formal application with all details about infrastructure, staff, and equipment.
- Check Infrastructure & Equipment – Ensure proper premises, standard weights & measures, and calibrated testing equipment (traceable to NPL or accredited labs).
- Hire Qualified Technical Staff – Employ trained staff with knowledge of Legal Metrology rules and testing procedures.
- Document Submission – Provide proof of infrastructure, calibration certificates, staff qualifications, and other required documents
- Inspection & Verification – The Legal Metrology Department inspects the premises and verifies compliance with rules.
- Approval by Central Government – If all requirements are met, the Director of Legal Metrology approves the Government Approved Test Centre (GATC).
- Validity & Renewal – Approval is valid for 1 year and must be renewed annually.
- Regular Compliance – Maintain records, charge only prescribed fees, and follow all Legal Metrology rules.
Which Weights and Measures GATC Can Stamp and Verify?
A Government Approved Test Centre (GATC), once approved by the Director of Legal Metrology, is authorized to stamp and verify specific categories of weights and measures as notified by the Central Government. These include:
Weights
- Bullion weights
- Carat weights
- Cylindrical knob type weights
Measures
- Capacity measures (up to certain limits as specified)
Weighing Instruments
- Beam scales
- Counter machines
- Non-automatic weighing instruments of different classes (Class III & IIII, subject to capacity limits notified)
Other Specified Instruments
- The Central Government may authorize GATCs to verify additional instruments such as tape measures, weights used in laboratories, or other notified devices from time to time.
Government-Approved Test Center Mark
The mark assigned to the Government Approved Test Center must include the national identifying letters, IND, the final two digits of the issue year (for example, 11), and the code number allocated to the Government Approved Test Center.
Revocation of the Certificate of the Government Approved Test Centre
A Government Approved Test Centre (GATC) functions under the authority of the Director of Legal Metrology. If a GATC fails to follow the prescribed rules, procedures, or conditions of approval, its certificate of recognition can be revoked or suspended by the competent authority.
Grounds for Revocation
The certificate of a GATC may be revoked in the following situations:
- Non-Compliance with Legal Provisions
- If the GATC does not follow the Legal Metrology Act, 2009, or the Legal Metrology (General) Rules, 2011.k,
- Failure in Standards
- If the test centre fails to maintain accuracy or does not use standard weights and measures traceable to the National Physical Laboratory (NPL) or accredited labs.
- Improper Conduct
- If the GATC misuses its authority, charges fees beyond the prescribed rates, or engages in malpractice.
- Negligence in Duties
- Failure to verify/stamp instruments properly, or failure to maintain proper records and reports.
- Breach of Approval Conditions
- If the GATC does not comply with the conditions mentioned in its certificate of approval.
Suspension of Certificate of Government-Approved Test Centre
The suspension of a GATC certificate may occur under the following circumstances:
Violation of Legal Provisions
- If the GATC does not follow the Legal Metrology Act, 2009 or the Legal Metrology (General) Rules, 2011.
Failure to Maintain Accuracy
- If the equipment, testing facilities, or reference standards are found to be inaccurate or not traceable to the National Physical Laboratory (NPL) or accredited laboratories.
Irregular Practices
- If the centre charges more than the prescribed fee, indulges in unfair practices, or tampers with verification results.
Non-Compliance with Conditions of Approval
- If the GATC does not fulfil the specific conditions mentioned in its certificate.
Negligence in Duties
- If the centre fails to maintain proper records, delays in issuing stamping certificates, or does not follow verification procedures properly.
Renewal of GATC Under Legal Metrology Certificate
The approval granted to a Government Approved Test Center may be renewed for a term of up to five years at a time by the Director (Legal Metrology), subject to the centre’s good operation.

Application Fee
- A non-refundable fee of INR 10,000 is required while applying for approval of a GATC.
- This fee must be paid through the prescribed mode (as notified by the Department of Consumer Affairs).
Additional Fees for Verification
- Once approved, the GATC is authorized to charge verification and stamping fees for weights and measures, as per the rates specified in the Legal Metrology (Enforcement) Rules of the respective State/UT.
